AB 1660 - Child Protection Act

First off I'd like to say THANK YOU to BizParentz for helping to get this bill passed!
For the many parents and industry providers who supported this bill, today is a reason to be very proud. But now the work begins. The work to educate both the providers and the consumers of the legal requirements.

This bill will require anyone in the entertainment industry whom we hire to work with our children to be fingerprinted. Photographers, managers, publicists, acting coaches, voice over coaches, singing coaches and so on. They must provide proof that they have a permit to work with the children in the entertainment industry.  Read below to find out more information.

Legislation aimed at protecting current and aspiring child actors and performers from sexual predators was approved last year. Assembly Bill 1660 requires persons representing, or seeking to represent, artists or performers who are under 18 years of age to obtain a Child Performer Services Permit (CPSP) from the Department of Industrial Relations’ Labor Commissioner’s Office. The law also requires criminal background checks on professionals such as publicists and photographers who have unsupervised access to performers under the age of 18. The law bars sex offenders from providing services to minors working or seeking to work in the entertainment industry.

Anyone continuing to provide the specified services to child performers and artists without the permit may be subject to a significant fine (up to $10,000) and/or a prison sentence, if it is determined that the applicant filled out the form with fraudulent intent (see AB1660 section 1706.1 ). CPSP holders must renew their permits every two years.

An online permit application form with instructions and additional information will be available on this website soon.

Please note that licensed talent agents and certified studio teachers are exempt from this requirement. Revised July 1, 2013
